Many Liberals favor the payment being withheld from army officers and ■others with pensions, and desire legislation to prevent hopeless candidatures and to prevent a member handing his salary to charities in the member's own constituency. Many Liberal and Labor members prefer £3OO as the annual payment. The Nationalist leaders do not desire salaries to be extended to the Irish lest it diminish the control of the leaders. A few Unionists do not follow Mr. Austen Chamberlain in believing that payment of salaries will facilitate the election of working-class Unionist memtiers. THE BUDGET DEBATE. CONSUMPTIVE PROPOSALS. Received 19, 12.5 a.m. London, May 18. During the Budget debate, Mr. Balfour welcomed the expenditure on consumption. He warned the Government, however, that there was exaggerated enthusiasm in the public mind regarding sanatorium treatment. It was possible it would be a waste to spend money on permanent buildings. Better to devote the money to scientific investigation of the causes of the disease. There was a great movement in favor of attempting to deal with tuberculosis at home. Mr. Lloyd-George replied, stating that he was establishing a special fund to provide for scientific • investigation. He hoped the sanatoria would attract specialists, and added that Germany spent more than was necessary on buildings. It was needless to spend £IOOO on a building when £IOO would provide quite as good a building. The income fax resolutions were passed.
