Replying to Lord Morley's speech. Lord Lansdowne said that he had never considered the Bill itself a solution. It was intended as a supplement to and not as a substitute for a Bill dealing with the relations between the Houses. Given the sort of majority the Radicals had held in the House of Commons, a Radical majority in the House <i Lords was not only possible under his scheme but such would ensue.
