The Governor's speech will foreshadow amongst other Bills one for n new scheme of industrial arbitration, the amendment of the Workmen's Compensation Act, increased land settlement' amalgamation of Government and other savings banks, establishment of a court of criminal appeal, decentralisation of railways and ports, formation of a department of industry, university reforms, extension of the workmen's dwellings scheme, and ;l tunnel connecting Sydney and North Sydney.
