"A BRUTAL TYRANT."

A MOROCCAN MANIFESTO.

By Cable—Press Association—Copyright Received 15, 11.45 p.m. Tangier, May 15.

The revolting tribes, in a manifesto to the natives, state they have no desire to harm Christians .or Europeans.
