NATIONAL INSURANCE BILL. A REMARKABLE CLAUSE. . By Cable—Press Association —Copyright, London, May 10. A Temarkable provision is made in the National Insurance Bill that if the friendly societies allege excessive illness of members owing to the donditions of employment in certain trades in shops and factories they are entitled to demand an enquiry. If it is proved that sickness over a period of three years is 10 per cent, above the average expectation of illness, the employers must recoup the societies for the extra expense. TOO iIANY PERSONALITIES. London, May 10. The questioning afresh of the Government respecting the appointment of Sir iE. Soares to a position in the Treasury, led to violent scenes. The Speaker summarily stopped the discussion, declaring that he had "had enough of these personalities." [There was a stormy discussion re : cently on this same appointment, when the Speaker found it necessary to speak sharply to JMr. Hobhouse, Financial Secretary to tlie Treasury.] RIGHT TO WORK BILL. London, May 10. ■Mr. Keir Hardie has obtained leave to introduce a right to Work Bill. THE REFORM OF THE LORDS. London, May 10. The seeond reading debate on Lord Lansdowne's Bill for the reform of the Lords will terminate on Wednesday, and the second reading in the House of Lords of the Veto Bill will begin on Monday week. THE SOLUTION OF A PROBLEM TO CREATE A BIGGER ONE. Received 11, 9.45 p.m. London, May 11. The House of Lords carried the proposal to introduce a private Bill providing that no boys under fifteen and no girls under eighteen years of age be allowed to trade in the streets.

THE CRUISER NEW ZEALAND. Received 11, 10.30 p.m. London, May 11. • In the Hou-e of Commons, Mr. McKenna stated that the hull and machinery of the first naval airship would cost £40,876. The warship Invincible would be out of the hands of the dockyard on May *2O. The cruisers Australia and New Zealand would be launched in October, 1011, and July, 1912, respectively.
A DEFINITE DENIAL. Received 11, 10.30 p.m. London, May 10. Mr. Redmond, replying to an enquiry of a correspondent regarding the truth of Mr. Guinness' statement, said he was surprised that the question was seriously put. The statement was so manifestly ridiculous that he need scarcely say it was absolutely untrue. TMr. P. Guinness. M.P., addressing the "All for Ireland" Party at Cork, said the Irish Partv offered him £IOOO if he resigned the North Cork seat and helped the Redmond-ites to secure it.] FURTHER PROVISIONS OF THE BILL. Received 11, 11.15 p.m. London, May 11. L T nder a memorandum explaining the unemployment scheme, the definition of a workman in the compulsory section excludes foremen, clerks, and persons under 18. Workmen repeatedly unemployed owing to lack of skill may be required to attend a course of technical instruction, and the association giving unemployment benefits will receive a Government subsidy of one-sixth of the amount lip to twelve shillings so expended. One million one hundred thousand employed in the engineering trade and 1,321,000 in the building trade come under the compulsory scheme.
