TRACTION ENGINE TRAFFIC. By Telegraph.—Press Association. Timaru, Last Night. The Levels county roads are suffering from traction engine traffic, and the council has no control, as there is a gap between the repeal of the old and the making of new by-laws. It is suggested that the new ones should contain provision for licensing drivers, who are often more to blame than the owners.

At a mooting of the delegates of 'tlm Canterbury Rugby Union, it was decided to enter into a partnership with the Hoard of Control of Lancaster Park t(> tain the park as sports grounds. The conditions proposed by the union art Mint the board and union .should raise 106(1, the union finding no personal guarantors. Two thousand pounds is to be spent on improvements to the ground, and the term of mortgage for the £IO,OOO is to be at least ten years, and the rate of interest 4% per cent. A sub-committee was set up to wait on the Board of Control, and was given full power to act. • m
