MINERS PHTHISIS.
THE SITUATION IN SOUTH AFRICA. By cable.—Press Association.—Copyright Capetown, April 23. The Miners' Phthisis Bill has been withdrawn, and Mr. Smuts will introduce a Bill levying £23,000 from mineowners, to which will be added a Government subsidy. It will provide for provisional compensation, and will give the Government power to carry out confidential medical examinations of miners in order to ascertain the extent of the liability incurved. A permanent Bill will be introduced in 1912. Labor members are vehemently protesting.
