THE SITUATION IN SOUTH AFRICA. By cable.—Press Association.—Copyright Capetown, April 23. The Miners' Phthisis Bill has been withdrawn, and Mr. Smuts will introduce a Bill levying £23,000 from mineowners, to which will be added a Government subsidy.
