Mr. Churchill, in reply to a question as to Morrison's reprieve, said that it did not imply there was any doubt regarding the prisoner's guilt or the Tightness of the verdict. Mr. Churchill said that the Aliens Bill, to be introduced, requires, in certain specified cases, two sureties for good behaviour for five years. Those already resident for five years would be exempted from this clause. The penalty for returning after expulsion was twelve months' imprisonment for the first time, and two years for the second. Mr. Churchill added that the Government was introducing a Pistol Bill in the House of Lords. (Laughter.) It would require that aliens obtain a permit to keep pistols, also to enable their premises to be .searched.
