Mr. Hughes, the Federal Attorney-Gen-eral, considers that limitation of armaments and international arbitration should be discussed at the Imperial Conference. The limitation of armaments, in his opinion, is the first practical step towards an ideal civilisation, which is slowly but irresistibly coming.
