Lord Milner, speaking at the Colonial Institute, said that the inclusion of Southern Rhodesia in the South African Union was imminent, but it was highly desirable that the country should first be given a chance to develop. The problem of Northern Rhodesia was difficult, and it was questionable whether a tropical dependency was a desirable addition to the Union. The alternative solution would be for the Mother Country and South Africa to form an authority for the control of the country north of the Zambesi, including the Soudan.
