There was an admitted shortage in the building and manufacturing industries, and the Government was prepared to appoint commissioners to ascertain the actual facts and how they can be met l)_v industrial and educational reform. For financial reasons the advance of the immigration policy would be left to the Federal Government. Mr. Fisher will discuss the immigration question while in England.
