The action of the Government in referring to the Council of State the whole question of delimitation of the champagne area was much discussed, and a climax was reached when the Senate, by 213 to 62, expressed its confidence that the Government would submit to Parliament at the earliest opportunity a Bill securing the repression of fraudulent practices without maintaining territorial delimitation, which was calculated to provke divisions among Frenchmen. After the debate, 51. Zobers, of the Aube Defence Committee, informed the mandatories that, failing unconditional inclusion of the Aube delimited area it was preferable that all delimitation should be abolished, and any anti-adul-teration laws strengthened. Indescribable scenes in the valley of the Mil rue followed. Thousands of winegrowers spontaneously assembled, marched to Dizy, and attacked one firm's cellars. They slashed 230,000 bottles of wine. They then barricaded three streets with vats, benches, presses, and' other material, and burned tar barrels. Gendarmes and dragoons restored order. There were many demonstrations and counter-demonstrations elsewhere.
