THE PARLIAMENT BILL
THE DEBATE PROCEEDING. By Cable —Press Association—Copyright. Received 7, 1.4 a.m. London, April G. Slow progress is being made in the House of Commons. Mr. Hillier's amendment that the Lords have power to move amendments to money Bills was rejected by 287 to 190. Mr. Churchill admitted that the Australian second chamber had the power, but said it was constituted on a popular basis. There was a possibility that when the House of Lords was reconstituted the Government would reconsider the point. The closure was constantly moved. The Opposition's irritation resulted in a slight scrimmage in the division lobby. There was much pushing, and tall hats were thrown off.
