Lord Haldane, in a speech at Pakenham, declared that he left the House of Commons rather reluctantly, but it was the desire of the Prime Minister. All parties were agreed that the day of the Lords was over. This did not mean a revolution, but an evolution. The principle of the referendum was totally alien to the spirit of the constitution, and subversive of tne principles on which public business was transacted. IF THE LORDS REJECT . London, March 26. Sir Henry Lucy, writing to the Observer, savs that if the Lords reject or fatally esmaculate the Veto Bill, Parliament will be prorogued, and a second session, exelusivcly devoted to the Bill, will open next day. If the Lords are again obdurate a wholesale creation of peers will follow. The Observer states that the Bill can scarcely reach the House of Lords before May. OPPOSING THE REFERENDUM. London, March 26. Lord Haldane will be the leading Government spokesman against Lord Balfour of Burleigh on the Referendum Bill.
