Russia has requested China to accept 1 the terms of her Note without further equivocation Russian troops have been mobolising on the Chinese frontier for some time past. A Note presented to China by Russia declared that the Chinese replies to the Russian representations indicate an unfriendly distortion of treaty provisions, and added that persistence in this course would lead to a disturbance of relations between the two countries. Evidently a rupture is not far off, unless China backs down, as she no doubt will.
