The Chamber of Commerce Congress urged the Government to favorably consider reciprocal proposals at the Imperial Conference. The Congress unanimously recommended the appointment of a Royal Commission to enquire into the whole of the fiscal question, and recommended the establishment of an Imperial Council of Commerce. It was finally announced that the' Congress of Chambers of the Empire would meet in London in 101-2. ,
