A Blue Book shows that there are 6,407,042 electors in England ar/d Wales, 800,448 in Scotland, and 696,375 in Ireland. THE ARMY DEBATE. Received 15, 11.10 p.m. London, March 15. Mr. Haldane, during the army debate, announced that Lord Kitchener and a committee of experts would investigate the required devolpment of the Royal Engineers and specialised trades. He added that a construction corps of 600 railway engineers would be organised, with a traffic corps of 1200, for handling railways in war time. CLOSER ASSOCIATION WITH THE DOMINIONS. Received 15, 11.10 p.m. London, March 15. Upwards of a hundred Commoners have signed a petition to Mr. Asquith, in connection with the movement in the House of Commons, which is not confined to any party, to take practical steps to associate the Dominions in a more permanent manner with the conduct of Imperial affairs, possibly by means of an advisory council in touch with Imperial public opinion. Many members of the House of Commons feel that New Zealand's action ought to be supported. ( A BYE-ELECTION. Received 15, 11.10 p.m. London, March 15. Lord Alwyne Compton, Unionist M.P. for Brentford, has resigned for private business reasons. Mr. Joynson-Hicks is the Unionist candidate.
