BOROUGH COUNCIL
MONTHLY MEETING. ! The usual monthly meeting of the New Plymouth Borough Council was held last night. There were present: The Mayor, Mr. G. Tisch, and Crs. Browne, Gilbert, Mannix, Ciarke, Watkins, West, Wilson, Buttimore, ana Hartnell. SPECIAL RATE. A resolution was passed striking a special rate of 2%d on the annual rateable value of the borough to provide interest and sinking fund on the loan of £11,225 recently raised for the purpose of improving and metalling streets and extending sewers, such rate to have aJ currency of thirty-six and a half years, or until the loan is paid off. REPORTS. The reports of the borough engineer, electrical engineer, Electric Light and Works Committee as published yesterday morning were adopted. RESERVES COMMITTEE. The Reserves Committee recommended that a copy of the report of the borough engineer with regard to the leased portion of the Old Waterworks Reserve be forwarded to the tenant, Mr. Staslay Smith; that upon payment of all expenses, permission be given for the removal of the body of Wray Palliser Finch; that the sexton be informed thai he is expected to give immediate effect to the council's instructions conveyed to him from time to time; that the sexton be placed in the borough engineer's department; that Mr. C. L. Dellringer, having intimated his intention to immediately comply with the building conditions of his lease of section 1, Old Hospital road, his explanation as to the previous delay be accepted; that the borough engineer proceed with the sub-divi-sion of the Avenue road reserve in accordance with his previous instructions; that notice be given terminating, as soon as possible, any tenancies affecting the Avenue road reserve. The report was adopted, with the exception of the two clauses referring to the Avenue road reserve. The council passed the following resolution: "Tliat a copy of the telegram! from the Public Works Department with reference to the Avenue road reserve be forwarded to the borough solicitors,' and they be asked to advise whether the council would be justified in proceeding with tlie leasing of the reserve without laying out the streets afresh." The telegram from the Minister was as follows: "Order-in-Council exempting Shortland, Bell, Wakefield, and part Hendric streets, published in Gazette, 2nd inst., and notice now being sent you." ABOUT A DOG. Mr. Thos. Bransgrove wrote stating that he was compelled to register a dog by Mr. Tippins which had since beenj claimed and taken over by Mr. Sutton.: As Tipping acted as agent for Sutton, and proved it was Sutton's dog, he wished to ask for the return of the registration fee which he had paid.—lt was resolved that the council has no' power to refund the fee. j SANITARY. Mr. J. H. Bagley wrote offering to carry out the whole of the work in connection with the collection and removal, of nightsoil at a reduction of 25 per cent, on present prices if a sanitary rate! was struck to cover cost and he was paid direct by the council. Cr. Gilbert suggested that the council should employ its own men in the work. This system proved satisfactory in other towns. The matter was referred to the Works Committee. GENERAL. On the recommendation of the borough engineer, the application of the borough turncock for an increase of salary was referred to the Estimates Committee for favorable consideration, and a similar application by the turncock's assistant was dealt with in the same way. C'r. Buttimore drew attention to the state of the rubbish depot at the south end of ITobson street. There was a stagnant pond which contained the extract of all the rubbish that was tipped there, and it was "pretty thick," he said. The pond had originally been made for gold fish and water lilies, and' there was no outlet.—Tlie engineer is' to report to the Works Committee. I Cr. Wilson moved according to notice of motion, "that the borough engineer submit a plan of the pipposed permanent levels of Hobson street from Courtenay street to Lemon street."—Seconded by Cr. Buttimore. and carried. Tt was decided that the Works Committee and borough engineer meet members of the Western Park Committee' on the sit? at 3 p.m. on Thursday, to discuss the proposed permanent levels! for Morlev street. ■Messrs; L. A. Nolan and Co.. agents for the Cement Pipe Co.. of Masterton, asked to lie allowed to tender prices for] concrete pipes for the proposed extension', of sewers. The question was referred, to a committee consisting of Crs. Man-' nix, Browne and Hartnell. who were 1 also appointed to go through the specif!-' cations for the sewer pipes with the. ensrineer; and power was given them to' call for tenders. " I
