Lord Balfour of Burleigh'* Referendum ■Bill was' introduced in the House of Lords, and read a first time. Lord Crewe incidentally described one of the clauses as similar to the Queensland measure of 1907, the only Act in the world applying the referendum to the case of a deadlock "between the two Houses. ' Lords Selbourne and Tennyson supported the Bill. Lord Lorebourne contended that it would be unworkable in a large and busy population, which would prefer trusting its competent chosen representatives.
