Briand's policy. The Socialist Radicals and Socialist Republicans are exultant over the selection of M. Monis, who was Minister of Justice in M. Waldeck Rousseau's Cabinet, but the other sections are more reserved. M. Monis becomes. Premier and ,r ' niiter of the Interior; General BarteaUx, Minister of War; M. Delcasse, Minister of Marine.
