CHINESE REFUSE TO CO-OPERATE. By Cable—Press Association—Copyright. St. Petersburg, February 20. The plague is raging in Shuanchenpu, 150 kilometres from Harbin. Fifty deaths occur daily. The Chinese refuse to co-operate with the Japanese in combatting the plague at Mukden, where fifty arc dying daily. The inspection of houses is regarded as an infraction of China's sovereignty. A hundred deaths occur daily at Kwangchengtze.
