In the House of Commons, Mr. Austen Chamberlain gave notice of an amendment that the House of Commons would welcome a Bill reforming the composition of the House of Lords, while maintaining its independence, but declines to proceed with a measure placing all effective legislative authority in a single chamber without a safeguard against grave changes contrary to the people's will. ~ , ~.- i ABOLITION OF DUTIES. London, February 23. Radical members of the House of Commons are promoting a petition for the abolition of the chocolate and cocoa duties amounting to £300,000. v • < LORDS' RECONSTRUCTION' BILL. London, February 23. The House of Lords Reconstruction Bill, promoted by the Unionists, will probably follow Lord Curzon's scheme with modifications, on the lines of Lord Lansdowne's proposals. BUSINESS IN THE LORDS. London, February 23. Lord Balfour of Burleigh will introduce the referendum measure on Match 2, and the Declaration of London will be debated by the 'Hou.se of Lords on March 8. IN THE ELECTORATES. London, February 23. The North Louth election has been declared void on the grounds of corrupt practices and bribery, although Mr. Haxelton, who defeated Mr. Tim Healy at the election, was not personally implicated. The election for Westbury, in place of Sir J. Fuller, who has been appointed Governor of Victoria, resulted: Howard (Liberal) 5073, G. L. Palmer (Unionist) 4492.
