Mr. Holman, explaining the attitude of 'the Cabinet in refusing three petitions for the release of prisoners who had served a portion of their sentences after having death sentences commuted to imprisonment for life, said that if there was a desire to have the death penalty inflicted as rarelv as possible,* Ministers were under an obligation to sec that the sentences of imprisonment were carried out; othonvise the public would insist on the death penalty.
