TARANAKI LAND BOARD
MONTHLY MEETING. The Board met, yesterday, when there were present; "liic Commissioner of Crown Lands (Mr. F. Simpson) in the chair, Messrs. J. Heslop, J. Rattenbury, J. McC'luggage, and \V. L. Kennedy. MORE LAND FOR SETTLEMENT. The Board was of opinion that an early opportunity should be taken to throw open for settlement the land in blocks 7, 8, 11, and 12, VVaro, lying to southward of Tongaporutu-Mangaroa road, and that the matter of reserving timber areas should be dealt with at the time of survey. APPLICATIONS. The following applications for land were received since last meeting: Section 8, block 15, Upper Waitara, 1009 acres, W. A. J. and 11. C. Zimmerman, O.R.P.—Approved. The result of the ballot for sections in Heao S.D., Opatu block, was laid on the table and confirmed.
A schedule showing result of sale ef sections in Whangamomona and Mangaroa townships and block 7, Waitara, was laid on the table. FREEHOLD.
The following applications were received for freehold nnd approved:— C. C. M. and P. R. Farnham, section G, block 2, Ngatimaru. R.' C. Watson, section 30, block 11, Opunake. H. and J. Pittams, section 2, block 7, Pouatu. TRANSFERS. J. E. Wright to W. H, Norton, sections 24 and 25, block lli, Egmont —Approved, ' C. Skitrop to C. Skitrop and G. Jensen, section 7, block 11, Upper Waitara. —Resolved that under the special circumstances the request to admit a partner be agreed to. A. L. Chard to F. W. and C. Woisin, section 1, block 11, Upper Waitara.— Resolved that the Board sees no reason to alter its previous resolution. T. O'Brien to S. Leach, section 8, block 16, Aria.—Approved subject to residence by transferee.
H. McLaughlin to Hugh Brown, sec tion 8, block 10, Ohura.—Approved under the special circumstances. J. and R. Morris to C. J. Bleasel, section 2, block 10, Ohura (by mortgage). —Approved under the special circumstances.
A. J. Doble to A. J. and R. H. Doble, section 1, block 8, Ohura.—Approved.
C. W. Drake to Amy Risk, section 7, block 11, Ohura.—AppYoved subject to transferee continuing residence. M. MacMahon to C. M. Hawken,'' section 10, block 14, Waro.—Approved.
Re transfer R. A. Carter to A. S. White.—The Commissioner reported that the consideration in the application was £2OO, whereas in the memo the amount is £ooo.—Confirmed. FORFEITURES.
R, M. Law«cnce wrote stating that hi» wife refused to reside on section 4, block 4, Aria.—The interest of the selector to be declared forfeited, and the ranger's report obtained as to improvements.
A. J. Wiiittaker wrote appealing against forfeiture of section 1, block 2, Piopiotea West. \V. Hooks appealed against forfeiture of section 2, block 2, Piopiotea West.'—Resolved that further action be suspended to enable the Board to ascertain how the conditions are being complied with. E. S. L. Mowat applied to forfeit his interest in section 1, block 5, Mapara. —Agreed to. The Commissioner brought up the question of forfeiting J. 11. I'. 'Lapp's interest in section If), block 1, Tangitu, as he was a permanent employee of the Government service.—Section declared forfeited. EXTENSIONS. Malone, Anderson and Johnstone, solicitors, applied for extension of time to register sub-lease, W. B. Deli to G. C. Smith and W. Godkin, section 16, block 4, Omona.—Two months' extension granted. Govctt and Quilliam, solicitors, applied for extension of time to register transfer T. M. Biggie to E. If. Slater, section 1, block 9, Upper Waitara. — Two months' extension agreed to. J. H. Roche applied for further extension of time to do improvements on section 3, block 2, Ileao.—Six months' extension granted. RANGERS' REPORTS. H. T. Twiss, Crown Lands ranger, reported on inspection of Makahu township reserve.—A lease to be put up for public competition for a term of 14 years in terms of the ranger's report. 11. T. Twiss also reported on inspection of sections in the Tikorangi township, and suggested an annual rental of os per acre. —Lease for 10 years to be granted to the applicant in terms of the report, subject to termination by 12 months' notice. '
11. T. Twi.ss also reported resuming possession of section 30, block 11, Opunnke, and section 5, block 10, Opaku.— The sections to be offered for selection, weighted with valuation for improvements, the value of felling and grassing on section 5, block 10, Opunake, to be added to the capital value of the land; also that no present action be taken to deal with eight acres originally leased with run 4 severed from run 10 by Maben road.
]i. Tolme, Crown Lands ranger, reported on the application of 11. and G. Blank for additional land at back ol holding—.Matter to be left in the bands of the Commissioner, with power to act. E. Tolme also reported on the application of 11. M. Buckman to purchase or lease two small pieces of land in Mokau-Mohakafini block.—The .Hoard was unable to deal with the matter, as the land was not yet declared Crown land.
R A. Morcdit.li, Crown Lands ranger, reported on the applications of Mair and Co. for lease of section 2, block 3, Tangitu.—Application refused, the ranger's report being unfavorable. K. A. Meredith also reported re alteration of boundary sections !) and 10, block 2. Tot.oro.— Kurt her enquiry to be made as to the allegations of Mr. Mullins that the alteration would cut otl the water supply from him. K. A. Meredith also reported that G. fiuiian ond J. Moloney were not resident on sections allotted to them in Tangitu 1.F.5., and recommending reallotting section 11, block 11, Mapara.— The interests of persons mentioned to be forfeited. 11. T. Twiss reporled on the inspection of five holdings, the lessee of one of winch had not. done sufficient improvements. R Tolme reported on inspection ot 10 holdings, of which three bad not done enough improvements and three were in I drfault for improvements and residence. Resolved that the usual notice be given to the .selectors who have non complied. IT. T. Twiss reporled on S.(l. run 10, Opakn, 2713 acres.—Hesolved that owing to the formation of the country the Board is of opinion that it. is not suitable for sub-division, and recommends that the usual action be taken for a renewal of the present lease as provided by law at a rental on the unimproved value in terms of the ranger's report. SCHOOL SITE AT OIHJRA. Application having been made to the
Board when at Oluiva for section I,' block 21, township of Mangaroa, for a j school residence, it was resolved that the land be recommended to be set apart as an addition to the school site,! NON-COMPLIANCE. | The following list of selectors who have not complied with conditions as to,' improvements and residence was laid on the table:
D. and D. S. Maxwell, section 1, block 5, Taurakawa,, and section 2, block 4, Mahoe (residence).—Resolved that a reply to last communication be asked for.
A. M, and If. Gill, section 2, block 2, Heao (residence and improvements).— Resolved that a further extension of six months be granted to effect the required improvements. J. E. Hastie, section 20, block 13, Mahoe, and sections 21 and 22, block Hi, Ngatimaru (improvements).— Resolved that consideration 1 be deferred for a month and a reply to last communication be asked for.
J. McGrath, sections 1 and 2, block 8, Aria (improvements). —Rangers report to be obtained. G. E. Anderson, section 3, block 5, and section 10, block (i. Pouatu (improvements). —Six months' further extension of time granted in which to bring improvements up to date. G. W. Stratton, section 2, block 5, Waro (improvements).—Throe months' extension of time granted. THIRDS. The following local bodies submitted proposals for expenditure of thirds: — Whangamomona County Council, £21)1 Gs od'; Waitomo County Council, £252 4s 9d; Clifton County Council, £l9 16s 8d; Ohura County Council, £7BO 15s 10d .—Resolved that the proposals be agreed to, provided the ranger's report De favorable. GENERAL. Spence and Stanford, solicitors, asked if the Board would accept a sublease of section 1, block 1, Rangi, to B. McMaster. —Resolved to adhere to previous resolution not to grant sub-lease, but to transfer,
S. Wind, section, 15, block 12, Aria, applied for his lease to issue.—To be issued accordingly. J. McDonald, lessee of section 5. block 10, Ohura, applied for section 4, block 16, as an addition to his holding.—Resolved that section 4, after deducting the necessary reserves for scenery, township, etc., be disposed of to the applicant.—The Commissioner voted against the resolution.
W. S. Woof applied for land near the six-mile peg on Ongarue-Ohura main road for an accommodation paddock for travelling stock.—Resolved that the Commissioner be requested to locate a suitable piece of land in the locality when the adjoining land is being surveved.
J. Tclfar applied for a renewal of his lease, section 05, Urentti township.—Resolved that a new lease be granted for a term of years. Applications were .received from E. J. Smith, P. Jorgenson and J. J. Peacock for Crown Lands, Taumarunui, 3 D. No. 1— E. Tolme, Crown Lands' ranger, reported on L. S. H. Fauchelle's application for portion of the same land, and also generaly on the block.—Resolved that the application of L. S. H. Fauchelle for a portion of this land be approved in terms of the ranger's report, thereby cutting off about 100 acres of a ridge boundary, and that the Commissioner he requested to have the necessary survey made when convenient; also that the applications of the other persons mentioned be refused, the balance of the block to be offered for selection. A. E. Bloomfield, section lfi, block 4, Totoro, applied for section 17. block 4, Totoro, as an addition to his holding.— Consideration deferred.
J. Hutching applied for a renewal of his lease of section 1, block 13, Mimi.— The Board will be prepared to grant a year-to-year tenancy. J. A. Menzie, sections,•block 7, Mapara, applied for permission to take timber from road fronting section 25. —The Commissioner to report to next meeting.
A, Julian applied to purchase section 1 A., 160 acres, Rangitoto-Tuhua. 77 E.— The Pioard is unable to deal with the matter at present. S. Blake applied to lease part of section 037, Patea district.—The necessary steps to be taken to grant the license. Mrs. A. Dean applied to lease sections 23 and 2-1, block 4, township of Whangiimomona. —Year-to-year tenancy to be granted, subject to termination by one month's notice on either side. The Under-Secretary of frown Lands forwarded the opinion of the Crown Law Office re enforcement of residence conditions. —Acknowledged. The Under-Secretary for Crown Lands suggested that the Tatu settlers acquire a section at auction for saleyards and sheep dip.—To be further considered when the necessary survey can be made. The Under-Secretary for Crown Lands also wrote stating the action to be taken re application of 0. E. Law to admit a partner in section 1, block 7, lleao.— Received.
H. Woodhill, section 7, block 7. Heao, applied to admit J. C. Flanagan as a partner.—The Board had no power to grant the request. T. S. Senior, lessee section 2, block S, Waro, applied for exemption from rent for a year or two, or reduction in rent. —Enquiry to be made into the matter.
D. W. Smith and others wrote complaining of insufficient access to sections on Marco road. Pduatu S.l).—The Board! was fully impressed with the position | of the settlers, and recommended the I matter for the earnest consideration of ( the Government. |
A Hagenson, the selector of section 1, block 3, Waro. applied for a small area j of section 8, block 7, Waro. to he added to his holding.—Report of the ranger to be obtained as to value. Bullock and Currie, solicitors, wrote' asking the intention of the Board with regard to renewal of leases under "The Taranaki Scholarships Endowment Act, 1010."—The Board dealt with the matter in committee. J. M. Buckley asked if he sold subdivision 2, section 25, block 10, Xgairc. would the Board consider him eligible for the next ballot.—No action to be taken in the matter.
