The Chronicle declares that the implication from Professor Hewins' speecli is that Canada's treaty-making powers ought to be restricted. The Chronicle recalls Mr. Joseph Chamberlain's proposal to limit the development of the Dominions by a schedule of. forbidden industries. TARIFF REFORM NOT. DEAD. ■ London, February .20. Lord Derby, speaking at Manchester, fiaid that he hoped the English people would not too hastily conclude that the Canadian agreement would x interfere with tariff reform. , QUESTIONS IN THE HOUSE OF COMMONS. In the House of Commons, Mr. Asquith, replying to questions, said it .was impossible for the British Ambassador, at Washington to closely follow the complicated reciprocity 'negotiations. )ie watched British interests, but did nb.t protest against the diminution of preference. Replying to Mr. Norton Griffiths, Mr. Asquith said that there was not sufficient reason to appoint a special committee to report on the question of improving and strengthening relations with self-govern-ing Dominions. TORONTO LIBERALS' ARGUMENTS. PRESIDENT TAFT ANXIOUS. Received 22,: 12.16 ajn. Ottawa, February.2l. The leading Liberals at Toronto have issued a statement opposing reciprocity, chiefly on .the 'ground that reciprooity will strengthen the ties with the United States, and enable the latter, when Canada is filled with a large foreign population, to exert an enormous pressure in favor of annexation. "New York, February 21. Senator Aldfich favors the Reciprocity Bill, but 'it is unknown if he is returning from ihis holiday in Georgia to aid in passing the Bill through the -Senate. Mr. Taft is considering the situation, which is serious, and has appealed to Senator Aldrich to use his influence with Senators. . .
