Received 20, 9.30 p.m. Pckin, February 20. China, replying to Russia, docs not admit that the ground of complaint regarding free-trade admits her right to establish consulates, but declares that they are not yet commercially warranted. The note adds that China remains conciliatory,.and profoundly regrets the sudden change of Russian policy.
