SUGGESTED SURRENDER OF KIAOCHU. Berlin, February 18. In the Reichstag, during the discussion of the Kiaochu estimates, Socialists urged its retrocession to China. Herr Terpitz declared that to surrender Kiaochu would be equivalent to surrendering the whole political position in China.
