■• A BY-ELECTION. By Cable —Press Association—Copyright. London. February 17. The by-election at Horncastle, rendered necessary owing to the succession of Lord Willoughby de Ersby to the earldom of Aneaster, resulted in the election of Captain Weigall, Unionist. The voting was: Weigall (UJ) 4955, Linficld (L.) 4848. At the recent general election the Unionist majority was reduced from 870 to 524, the voting being: Willoughby 4705, Linficld 4181, and it has now been further reduced to 107.
A QUESTION OF PRIVILEGE. London, February 17. Consequent on the accusation of Mr. L. Ginnell (Nationalist member for West-meath North), of unfairness against the Speaker, Mr. J. C. Wedgwood (Liberal member for Newcastle-under-Tyne), has written to Mr. Ginnell denouncing the Speaker as being not a bit impartial and as the deadly enemy of land taxation. The letter was published in the Irish newspapers. The House of Commons discussed the question of privilege, and Mr Wedgwood explained that the letter was private, hut nevertheless did not apologise to the Speaker. The matter has been adjourned.
