"A Subscriber."—Universal suffrage does not obtain in Britain. To qualify to vote a man has either to be an owner of property, occupier of the same, an "inhabitant ornqver," or lodger, a "freeman" of a town, or a university graduate. Conditions of a varying nature are attached to the different qualifications.
