TO GUARD THE MEDITERRANEAN. BRITISH BUDGET "THE STAR OF PEACE." By Cable—Press Association—Copyright. Received 15, 11.35 p.m. Vienna, February 15. Tn the debate in the delegations on the naval estimates, several urged the Government to initiate disarmament. Three Czechs admitted that the navy was in no wise aimed at Italy, but was to guard the Mediterranean for Germany against England. Admiral Montecuccoli, the navy's commander, in reply to a question referring to disarmament, said that as soon as the British Budget passed, England would have lit the star of peace. Mr. Taft sent invitations to disarm, and with the same hand wrote messages to Congress, urging the fortification ol the Panama Canal. Austria desired peace, but must keep pace with others who were arming.
