THE TIMES OX THE SITUATION'. By Cable —Press Association —Copyright. London, February 4. The Times congratulates the Government on postponing the ratification of the Declaration of London until the Imperial Conference meets. The Declaration is, in the opinion of the Times, a distinct improvement on the present position, and a refusal to ratify it would be to sacrifice real and substantial advantages for the sake of mere ideal conditions, which were not immediately obtainable. The issues contained in the Declaration were too vital for any political party to attempt to make capital of. STATEMENT BY MR. McKENNA. Received 15, 1.10 a.m. London, February 14. Mr. McKenna, in reply to Mr. Lee, M.P., Unionist, said the Admiralty was represented at the International Naval Conference which had led to the Declaration of London, the provisions whereof were submitted to and considered by the. Admiralty, and there was no occasion for the Board to formally signify its approval.

Mr. Frederick Harrison, in a letter to the Times, strongly advocates the Declaration on the ground that it gives fresh security of food supply, and refusal to ratify it would stimulate a rise of an unfriendly coalition of Powers that were now neutral.
