FOREIGN JOURNALISTS EXPELLED FROM GERMANY". Berlin, January 27. The drastic methods that are being adopted by the German authorities to check and supervise foreign comments on the domestic affairs of their empire were revealed by the summary expulsion of the French journalist, Dr. I-lalb-wachs, and the Russian writer, M. Maximolf. On receiving a curt note to the effect that bis expulsion had been decreed, M. Maximoff demanded from the police a statement as to why such extreme measures had been taken. lie was received courteously, and the officials described minutely his association with a socialistic journal, and other habits which had supplied sufficient evidence to warrant his expulsion. The Russian appealed to the Chancellor, but without avail, and he was escorted to the frontier. Although uie expulsion of Russians is not rare, it is not often that the extreme step is taken with the French. It is thought that Dr. iialbwach's criticism of the behaviour ol the police in the autumn riots was responsible for his removal from the country.
