London, February 12. Counsel for Mr. I{. Hamilton proposed to withdraw his opposition to Mr. llealy's petition against the election for Louth North, owing to proof of illegal payments having been produced, but petitioner insisted on proceeding with the other charges of intimidation and corrupt practices.
REFORM OF THE LORDS.

Air. J. A. Simon, M.P., speaking at Trowbridge, said that the House of Lords was only refonnable from without, and this was possible only when its despotic powers were reduced to reasonable limits. BY-ELECTION. London, February 12. Mr. William Jones has been returned unopposed for Carnarvon North. A LABOR THREAT. Received 14, 1.10 a.m. London, February 13. Mr. J. Roberts, Labor Commoner, at Norwich, said that unless a Bill dealing with the Osborne judgment were submitted to Parliament there would be happenings not altogether congenial to those in power. The Labor party's influence was so strong, and the cause so convincing, that he believed facilities could be afforded for the introduction of their Bill, or the Government would ultimately introduce one of its own.
