Mr. Jlarcoitrt, Secretary of State for tlie Colonies, replying to .several questions in the House, said lie would never think of commenting on Lord Gladstone's exercise of his prerogative. The Cape Times declares that there is no foundation in law or common-sense for such a doctrine, and that Mr. Ilarcourt lost an opportunity for a necessary reassurance of the public.
