Although an amendment in the Canadian House of Commons favoring delay in passing the reciprocal agreement was successfully resisted, it was with the loss of half the Government's normal majority. The Times considers that appearances favor the ratification of the agreement. BRITISH PREFERENCE A CARDINAL PRINCIPLE. Ottawa, February 10. In an interview Mr. Bourassa, leader of the Quebec Nationalists, declared that the Asquith Government encouraged Sir W,. Laurier to effect reciprocity, hoping it would act as. a set-off to the growing tariff movement in Great Britain. Mr. Patterson, Minister of Customs, said that British preference would certainly remain the cardinal principle of Canada's fiscal system. THE FEELING IN AMERICA. New York. February 10. . The Committee of the House voted to delay the reciprocity treaty, but it is believed to be favorable to its acceptance. MR. TAFT'S CAMPAIGN. Received 12. 5.5 p.m. New York, February 11. President Taft, in opening his campaign at Columbus, Ohio, assured the farmers that they would benefit under the reciprocity agreement between Canada and the United States. The countries would be united socially and commercially, mutually benefiting.
