The present Parliament expires in September, and will probably be dissolved earlier. The Licensing Bill has been finally passed. It provides for local option with a time limit in place of compensation. The Criminal Code has been amended so as to make the flogging of anyone over sixteen convicted of criminal assault on a young girl compulsory. The public works passed include thirteen new agricultural railways.
