The Prussian Minister, in a speech at a luncheon at the Vatican on the Kaiser's birthday, to German clerics resident in Rome, declared that the attitude of the curia exasperated German Protestants and gravely threatened religious peace. He" added that if good relations still existed between Berlin and the Vatican it was due wholly and solely to the Kaiser's strong will.
