THE DECLARATION OF LONDON
AN OFFICIAL DEFENCE. By Cable —Press Association—Copyright. Received 29, 5.5 p.m.

The Declaration secures and defines the rights of neutTals and provides a tribunal uncontrolled by belligerents. The question, therefore, is whether local prize courts are safer than international. •
