JAPAN AND THE POWERS
SPEECH BY THE PREMIER. By Cable.—Press Association,—Copyright Received 22, 5.5 p.m. Tokio, January 21. Marquis Katsura, the Premier, speaking in the Diet, said Japan's relations with the Powers were cordial. Th© British alliance was gaining strength with age. Japan expected to complete treaties.with all the Powers without difficulty. The expenditure on armaments would be restricted to the country's necessities.
