ITS FORTIFICATION. By Cable—Press Association—Copyright. Received 11, 1.15 a.m. New York, January 10. Ex-Senator Foraker, of Ohio, has written to President Taft, declaring that the Hay-Pauncefote treaty left discretionary power to the United States to fortify the Panama Canal. An explicit stipulation was not insisted upon, but he claims that this gives America a free hand in the matter.
