| Foreman Jones reported that the | roads were in fair order. With orders from the chairman he had sold 4oolb weight of old bridge iron to Mr. Howe. Tariki road, at 2s (id per ewt. Foreman Bennett reported that there was a good lot of work required osi the llazorback, as there was a very narrow place where the papa has slipped away. As regards the creek on Tariki road, Mr. Roguski would dig drains and clean out the creek for the sum of £2O, to lie done to the satisfaction of tiie foreman He required about 500 ft of decking for the Maketawa bridge, and nine Win. pipes for Tariki road. It was decided to supply the wire required for Mrs. Bient for fencing on the Zig-Zag, provided the fence was erected to the satisfaction of Foreman Bennett.
It was agreed to supply the decking and pipes asked for. Foreman ChcH'ings reported that the roads in his riding were in fair order. He required a man for four or live days i'or picking up the road anil spreading metal at Mangorei from Lealand's depot. Foreman Clicfl'ings was granted labor for spreading metal. Foreman J. Holmes reported that he had carted out SO yards of metal on Mr. Cartwright's contract, and for the past month he hail been metalling the
WDVSt plllCC*. Foreman F. Holmes reported that (hiving th» month he had formed ii]> some of the worst parts of the King road, which was very had. He had inspected the road that Mr. Martin required metaiiing. Most of the settlers would like to see the road that is retailed put in order before anv extension was done. Most of the old road is worn out. and it would renuire a lot of metal to keep it passable. If convenient he would like the chairman and the m""ibcr for the riding to have a look r.: the road that Mr. Martin referred ; •>.
It was agreed to call for tenders 'for metalling eight chains of Upland road, provided settlers do the necessary formation.
Foreman Iluse reported that lie had had a man and dray patching and picking up loose metal on the Breakwater road, lie hud improved the entrance to Hurford road. He had been prospecting in Gregory's place, ami found the metal was too soft. He suggested that the Council allow him to employ two dvays for one week to lower the hill on the lower Barrett road.
On the motion of Cr. McAHuin, seconded by Cr. Carter, it was agreed that £3O be expended in metalling on the Western and Barrett roads, provided the settlers do the formation work.
Foreman Brosnan reported that he had remetalled 70 chains of road at Ilauhau in one stretch; llofi yards of metal had been carted out by the contractor from Oakura depot. lie had also spread 20 yards of metal on the Victoria road. He had repaired uie decking of the Plymouth road bridge. A puriri beam had been taken from the stack o< timber at Tapuae. Morris' Flat at Tapuae would require 350 yards of metal. This part of the road he had made no provision for. expecting the metal from the Oakura hill to go out there, and the road in this part was very thin and worn through. The chairman was authorised to dispose of the puriri timber at Tapuae.
The cierk was instructed to write to Foreman lirosnan, asking if he could supply any information as to who removed the puriri timber from the Tapuae. Foreman Norris reported that the roads in his charge were in fairly good order.
With regard to Mr. Parkin's complaint as laid before the last meeting of the Council, Foreman lirosnan reported that he had the metal deposited on the road from the Oakura depot to the best advantage and put the majority of the metal iii the part of the road at Hau-llau which required it the most, and which had given him the most trouble last winter. This stretch had not been re-metalled for 24 years, only patched, and if he had not metalled it now it would have been impassable next winter. He put none on the town side of the Oakura bridge because he expected the old metal from the Oakura Hill would go out there.
It was resolved tluit'foreman Brosnan's explanation relative to Parkin's complaint was considered satisfactory.
BRIDGE CONSTRUCTION. Mr. W. Ogier. clerk to the Inglewood Borough Council, wrote stating that his council had set up a committee to confer with the Taranaki County Council relative to the construction of bridges, and asking that time ana date for the meeting at Inglewood be suggested.— Crs. Stevens, llopson, and McAlluni wertI appointed a committee to confer with ! committees from the New Plymouth and \ Inglewood Borough councils.
ELTHAM 110 AD Si'KCIAI. LOAN. slv. (i. W. liogers, clerk to the Egmont County Council, wrote enclosing copy of letter received from the Treasury re the transfer of the ElUiam road special loan, from which it was seen that the Department declined to transfer the loan for the reason that there was no legal authority to do so. The writer stated that lie had again written to the Department drawing attention to the adjustment of the loan between the Taranaki County Council, Fitzroy Town Board, and the Waitara Borough Council, and pointing out that if power was given in the Act of IDOS to apportion a 'loan, surely a simple transfer could be effected. —Kesolved that au amended special rate of one farthing be levied over the Kltliam road special rating district.
II EX I'l IffllDOE, AVEXUE 1!0 AH. Mr. !•'. T. BcUringer, town clerk, Xcw Plymouth, wrote stating thut a committee consisting of His Worship tiic Mayor, Crs. ISellringer. Browne, and Wilson. had been appointed to confer with the Council's committee re the above, but as his Council was entirely in the dark as to the nature of the work proposed t.o be undertaken, lie asked for particulars. —The committee of the Council will confer 0:1 the matter oil Wednesday, IStli inn. WAIITKT niHIXIK. The following resolution, passed at the last meeting of the Stratford County Council, was forwarded: "That the attention of the Taranaki County Council be drawn to the recommendation on pages G and 7 of Mr. Murray's report to the Governor, and that a new concrete bridge be erected, and that they be asked again to join with this Council in the work." The Stratford County Council to be informed that this Council regret they cannot see their way to alter their previous resolution relative to the construction of the bridge. ROAD ROLLER. The recommendation of the committee appointed to go into the matter of a
road roller was as follows: That it is desirable to purchase a lluston and l':-n ■- tor machine for £OOO landed under steam at New Plymouth; that tlr.Council pay for same within two year-, interest to be paid o:i the mip'id ba. ante at the rale of five per cent.: :!».i that the makers give a written guarantee that it will roll a newly-metalled road of a grade of one in seven. The estimated cost of running the machine was £2ll a year. The committee's report was adopted, and details in connection with the roller were left to the chairman to arrange.
TOLL 1?E VENUE. Messrs. Govctt and Quilliani. county solicitors, forwarded their opinion on the above as requested. Jt read as follows: We are of opinion that whatever moneys are received from tolls form part of the County Fund, and must be dealt with as provided by section 12S of "The Counties' Act, 1908," and particular attention is called to sub-section (e). There is nothing in the Act earmarking toll .money for 'the purpose of the riding in which it is collected, and the appointment of any balance of the County Fund must be on a uniform basis as provided. Cr. McAllum gave notice of motion to the effect that owing to a legal opinion given by the county solicitor in reference to the toll in the Oka to riding being available over any portion of the county, the, Omata riding should participate in the revenue collected therefrom. DRAINAGE MATTERS.
The secretary to the Tarild School committee, wrote asking file Council to attend to the water table in front of the school property, as at present it was blocked up and the water was diverted on to the school grounds, thereby killing tbe trees, and making matters itncom-'' fortable for the children.—Foreman Jones to clear water table as required. Mr. J. W. Harding, Ilawora, wrote stating that he had arranged with the chairman to allow the Council to clear out the drain through his property.—Resolved that ail agreement be drawn up tor Air. Harding's signature, allowing the Council to construct drains and agreeing to pay cost. . GENERAL.
The Under-Secretary wrote suiting that it was proposed to advise His ]ixeelleney the Governor to exclude from the Mangorei road district and to include in the borough of New Plymouth the area described in the schedule and respecting which a petition was presented to the Governor, and that it would take effect as from Ist April, 1011.
The chairman reported that the Agricultural Department had accepted the offer of the rent of a stable as asked for by the Council, anil plans for the same prepared by Mr. Messenger, architect, were laid on the table. —The chairman's action in arranging the rental (4s) was confirmed. Tenders for the stables are returnable by ISth inst
It was resolved to appoint an additional foreman to the. western division of the Waitara riding, applications for the position to be returnable by the ISth of January.
The loan of £O-140 for bridges in the Moa riding having been linally passed, the debentures were forwarded to the Council.—The chairman was authorised to sign same for the l:oa riding. The matter of engaging labor for cleaning offices and the appointing of dog tax collector for Omata riding were left to the chairman.
F. Cowling's tender for TYanldev pit metal will be dealt with by the chairman.
