RELATIONS STRAINED. By Cable. —Press Association.—Copyright. Sydney, December 31. A caMc on Thursday stated that alarming rumors are current at Viadivostock regarding the tension between China and Japan. The Tung Wall Times' correspondent at Pekin states that the Viceroy of Manchuria "wired the Pekin Government reporting that the situation there would daily become more critical, and asking that it be decided at once liow he was to deal with it. He pointed out that Japan had been secretly making plans and sketches of all important points of defence and pouring troops into Manchuria and enlisting bandits for military service. In view of these disquieting reports ■several high officials have been despatched to Manchuria to investigate. Railway matters are at the bottom of the • immediate trouble. The Chinese purpose starting a railway from Hailung-Kiang to Kaiyuan in order to connect with the South Manchurian railway, which is under Japan's control. The Japanese re- | gard the move with suspicion, and allege that it will affect t'heir interests. China complains that Japan has in many ways 'interfered ■with her sovereign rights in Manchuria.
