The Indian National Congress urged the early extension of local self-govern-ment, making all local bodies elective. A resolution disapproved of separate electorates for Mahommedans and Hindus. Hindu speakers strongly resented the favors shown Mahommedans, but the discussion foreshadows a possible conciliation on the basis of the Hindus accepting the existing Mahommedan representation as unalterable, provided that the Mahommedans do not claim a separate electoral system for local bodies.
