The Times, in an article on the Imperial states that Australia properly wishes to press the principle of international arbitration and the nationalisation of the Atlantic cable, and the terms of the declaration on both questions find Canada supporting her. They indicate the immediate necessity of devising means whereby the opinion of the dominions may make itself felt. In conducting Imperial relations with foreign Powers, the voice must be that of the Empire, not of Britain alone. New Zealand urges the creation of an Imperial Council. Everything depends on the form of such a council, but it is doubtful whether a council with purely advisory powers would prove in consonance with Australian and Canadian ideas. The need is not for deliberation by a central authority, which seems in some sense to impair the autonomy of the existing Cabinet, but rather for machinery for the thorough and rapid personal exchange of views.
