The President at the Peace Dinner at Washington declared that the recent efforts of newspapers to create a scare as to the country's unpreparedness for war wore absurd. The United States was at peace with the world, but he urged it would be wise to make military preparation. Americans would never consent to the maintenance of a standing army able to cope with the European system. He was in favor of the improvement of the national militia.
