The tariff debate has opened in the American Senate on Senator Cummins' resolution providing for limitation of the powers of the Senate to amend Bills which modified the schedules of the Payne-Aldrich tariff law. Mr. Cummins demanded that the House should amend its own. rules with a view of later amending the tariff. Senator Aid-rich declared the doctrine revolutionary. The debate was adjourned.
