TEACHERS' INSTITUTE
GENERAL MEETING. A general meeting of the above institute was held on Saturday. Mr. Stratford (president) occupied the chair, and there was a good attendance of teachers. Important correspondence was read regarding transfer of teachers, giving the opinion of Mr. P. O'Dea, M.A., LL.B., who states that teachers have the right of appeal against transfer on the ground that it is a determination of appointment in one position and reappointment to another. Mr. T. Thomas was thanked for sending -copies of the opinion. The reply of the Board's inspectors to the Institute's suggestion on the grading of teachers was received. The Executive had considered the matter at a meeting in the morning, and framed a reply to the Board. Their action was approved on the motion of Mr. Dempsey, seconded by Mr. Brown. The Institute's delegates to the annual conference were instructed to support the proposal to curtail the number of delegates and the proposal re alteration of districts, but to vote against the Southland geography scheme. Seven new members were elected, bringing the number up to 133. The president mentioned the matter of breaking up before the due date (December 16), strongly advising teachers to adhere to the regulations. With regard to the recent school enquiry, the following resolution was passed, to be sent to the Board: That this Institute regrets that in the recent enquiry regarding punishment in one of our schools, a matter of which the teacher had no notice, was introduced into the enquiry, contrary to regulation 38.
