ALLEGED ANTI-BRITISH SPEECHES. By Cable—Press Association —Copyright. Ottawa, December 1. In Parliament the Minister of Marine complained regarding articles published in French Nationalist newspapers, and raised the question of privilege. The newspaper Le Devoir accused him of .intentionally misleading the House in attributing to Le Devoir articles it never published. The Minister acknowledged Le Devoir did not publish the articles, but alleged that his error was unintentional. Mr. Blonding, a French Canadian, declared that Mr. Brodeur accused him of anti-British speeches in the Quebec election. He emphatically' denied delivering the speeches alleged. The incident closed without result. In the House, the Hon. Mr. Foster accused Sir Wilfrid Laurier of not living up to his appeals against race prejudice. Vancouver, December 1. Mr. Mackenzie King, Minister of Labor, has introduced a Bill to prohibit the importation, manufacture or sale of opium. A suggestion to include the prohibition of cigarettes was not considered by the Prime Minister. GOVERNMENT'S NAVAL POLICY. HOSTILE AMENDMENTS DEFEATED. Ottawa, December 2.. Mr. Gilbert, who recently defeated Sir Wilfrid Laurier's candidate for Quebec province, in explaining the French-Ca-nadian attitude on the naval question, declared that a plebiscite ouorht to have been taken previous to I'he formation of a navy. He wi?he 1 to preserve the country's autonomy unaffected, so that the fullest benefit would result from public expenditure. Other members criticised the existing cruisers, and declared they would be useless in warfare of the future. Homebuilt cruisers would not be better. The amendments, disapproving the Government's policy and demanding a plesbiscite, were defeated by a majority of fifty.
