GOVERNMENTAL ATTITUDE.

The Government propose that strikers in connection with what is known as the sabotage conspiracy shall be punishable bv terms of imprisonment ranging to five years, with fines ranging from 50 to 2000 francs; while the railwavmen who refused to work are liable to sis months' to two years' imprisonment.

Railway employee strikes will be forbidden. Local conciliation committees will be created, with a central committee and an arbitration tribunal composed of representatives of the employers and men, also three additional arbitrators, whereof the Chamber of Deputies will elect two, and the Senate one.
