SOUTH AFRICAN UNION.
THE TRIUMPHAL TOUR. By Telegraph.—Press Association. Pretoria, Xovember 28. The Duke of Connaught this morning reviewed the troops at Bloemfontein. The mayor and mayoress, councillors and local Australasians welcomed Messrs. Fisher and Fowlds at the station, and entertained them at a breakfast. The gathering was large and most representative. The Administrator, Judge. President and the Mayor made complimentary speeches. The local Laborites presented an address to Mr. Fisher. The visitors motored to places of interest, including the Grey University College.
THE EDUCATIOX QUESTION.
Capetown, November 28. The University favors the development of a national teaching university from the existing system.
THE BUDGET SUBMITTED.
Received 29, 10.30 p.m.
Capetown, November 29. Mr. Hull, Treasurer, introduced the Budget, which estimated that the Cape and'Orangia diamond mines tax would yield £240,000, and foreshadowed a graduated general profit tax on base metals. Legislation would be introduced to consolidate the State loans, excepting the Transvaal guaranteed loan. The Treasurer declared the financial position of the Union was most satisfactory.
